This website is a testimony to the problems Canadian Student Loan borrowers experienced from approximately 1996 to 2008 and until their loans were paid off.

The privatization of the Student Loans system by the Chretien and Martin Liberal governments broke the system and defaulted thousands of borrowers who were trying to pay their loans. There were even stories of suicide due to the harassment of borrowers.

Canada Student Loans-The Need for Change Fortunately the new Conservative government at the time revamped the program and fixed the system for new borrowers, but borrowers under the previous program were left with ruined credit and continued harassment from debt collectors.

I call on the Canadian Government to apologize to the borrowers affected by this fiasco and make amends.

Unfortunately the Liberal government is again clobbering the Education system with their upcoming changes to International Student Visas. Yes, there's a problem, but instead of a well thought out plan, they have pulled the emergency brake on the train causing a derailment. This has introduced unprecedented instability for both private and public education institutions who serve both international and local students.

Universities can't plan. I've heard of courses being cut because the government has no process in place for universities to send the newly required acceptance letters to the government.

This means that students who have been accepted can not attend courses that start in the summer 2024 semester. With cut sections, current Canadian students will have trouble getting courses, and may have to switch to part-time which changes their enrollment status and might trigger repayment of their loans or ineligibility for funding. I've seen this before. It wreaks havoc on the student loan borrowers.

Again, the Liberal government has messed up the education environment. Will the new system needed in a rush for the acceptance letters be the new Arrivecan scandal?

I call on the government to implement a slower phased in approach and delay the requirement of the acceptance letters until a process is in place to submit these letters.

No. Under HRDC's definition of disability, people pretty much have to die in order to have their student loans forgiven. My case is a good example; in 2003 I got a life-threatening brain virus that was within 24 hours of being fatal. I was hospitalized for 5 months, and actually had to be taught how to eat and how to walk again. For the first while, physicians had to feed me pureed food like infants have, and I was "unable to follow simple commands." Physicians officially stated and recorded that I had permanent disability, and that I could "never be expected to work again." Because of that virus, I'll never be able to drive again, I have prosopagnosia (inability to recognize people's faces, even direct family and my own face), visual agnosia, retrograde and anterograde amnesia, auditory cognitive deficit, learn at 1/6th the pace I did prior to the infection, English vocabulary reduced to a grade 10 level...the list goes on. After my brain virus, I didn't even know which courses I had taken or where I was working. Despite all of this though, HRDC won't even forgive the interest they charged on my student loan while I was in the hospitals. Altogether, unless you die, you have pretty much no hope of having your student loan forgiven.

My friend says the CSL Disability form looks almost identical to the CPP Disability form. (Both programs are administered by HRDC, so it is not surprising.)

In order to qualify for CPP, it is hard to qualify -- and some disabling conditions are more "respected" than others.

For example, when i was in nursing school, we had a patient that applied for CPP. This person had no hands and no leg from Diabetes -- so THREE of the limbs were useless.

Doctors were had scheduled the removing of the remaining leg. Patient was in Kidney Failure (end-stage) from the years of Diabetes, which means Dialysis 3x/wk.

The Kidney Failure meant that poisons build up in the blood which cause heart, organ and brain damage. (Brain is being poisoned, so people go crazy with psychotic symptoms, etc).

This person was still considered EMPLOYABLE.

It was only until the person was diagnosed with imminent BLINDNESS that they were approved.

Later I found from others that, yes, blindness is almost always approved by CPP.

I think there are people who have so many conditions, though, that they are not able to earn enough to repay.

My program was supposed to earn me $25-50/hr.

I'd be lucky to get a job at all, if i were honest about my injuries.

It sounds more like you should be making a hardship claim.

If your financial situation is such that repaying your CS loan would cause undue hardship and are not likely to be working in the near future this would be more likely to help you.

You have to ask for a hardship kit which is basically a standard financial statement as used by collection agencies, a medical certificate and if it applies there is a form to declare that you have no income. You also have to write a letter telling them why your loan should be removed from recovery.

Note.. This does not get your loan forgiven only put in an inactive state as long as your situation remains the same. This should means no more collectors but you may still have to fill out forms to maintain this status..

There is not a lot of information available about this process. It took me years to find out about this and I'm still learning. I am keeping notes on what I learn from my experience and will  share this with others when I know more.

What is the Hardship Plan? That  must be a secret one b/c I've never heard of that HRDC program.

This is a clause under Debt Reduction that the goverment does not make availalbe on the canlearn site... nor is it documented anywhere other than in the regulations... I believe you need to meet all the requirements for DDR...to qualify for this...


43. (1) The Minister may, on the request of the borrower, make a gratuitous payment to a lender pursuant to section 42 or reduce a borrower's student loans or guaranteed student loans pursuant to section 42.1 when the criterion set out in paragraph 42(1)(e) or 42.1(1)(e), as the case may be, has not been met if the Minister determines, based on documentary evidence provided by the borrower, that

(a) unforeseen and unavoidable circumstances beyond the control of the borrower or their spouse or common-law partner have led to the borrower incurring extraordinary expenses; and

(b) the borrower is able to make the instalments on the reduced debt.

(2) The Minister shall provide a notice of the determination to the borrower in the case of the reduction of the principal amount of a direct loan, and to the borrower and the lender in all other cases.

I was accepted for disability as I had to also quit university and. I had a disease called spinal Noises. Sounds easy BUT some how my loan went to collections and for the last ten or more years. I have been sending my "proof" to student loans and Ontario Student Loan via CBCL collections. I do not know who is in need of the proof The calls will quit for awhile and then out of nowhere the collection agency starts. I have moved from Ontario to Saskatchewan . Started do my social work degree (BSW) it was once indicated to me that I owed for my Masters degree on the first year and that CBCL is just following default loans .I get to hear the recordings off and on. I feel that some how they think they have made a mistake which they haven't( (I am getting worse health wise) but that some how I am going to be cured and some one wants to know. Even though I have been forgiven I am still not and that any given moment the calls will start and they start right where they ended. MeSsages will be the same and calls all day. I will be looking for my Folder to fax to them again and asking what is this about calling who ever to get them to stop .I am getting older as I was a older student when I started I wonder if they will call after I am dead. They have ,made sure I do not have any credit but when you are disabled you have no credit to start with and maybe when I am old I will like those calls as they will remind me of a day when I was younger as they do now. One question I will never know Have I been forgiven?
