This website is a testimony to the problems Canadian Student Loan borrowers experienced from approximately 1996 to 2008 and until their loans were paid off.

The privatization of the Student Loans system by the Chretien and Martin Liberal governments broke the system and defaulted thousands of borrowers who were trying to pay their loans. There were even stories of suicide due to the harassment of borrowers.

Canada Student Loans-The Need for Change Fortunately the new Conservative government at the time revamped the program and fixed the system for new borrowers, but borrowers under the previous program were left with ruined credit and continued harassment from debt collectors.

I call on the Canadian Government to apologize to the borrowers affected by this fiasco and make amends.

Unfortunately the Liberal government is again clobbering the Education system with their upcoming changes to International Student Visas. Yes, there's a problem, but instead of a well thought out plan, they have pulled the emergency brake on the train causing a derailment. This has introduced unprecedented instability for both private and public education institutions who serve both international and local students.

Universities can't plan. I've heard of courses being cut because the government has no process in place for universities to send the newly required acceptance letters to the government.

This means that students who have been accepted can not attend courses that start in the summer 2024 semester. With cut sections, current Canadian students will have trouble getting courses, and may have to switch to part-time which changes their enrollment status and might trigger repayment of their loans or ineligibility for funding. I've seen this before. It wreaks havoc on the student loan borrowers.

Again, the Liberal government has messed up the education environment. Will the new system needed in a rush for the acceptance letters be the new Arrivecan scandal?

I call on the government to implement a slower phased in approach and delay the requirement of the acceptance letters until a process is in place to submit these letters.

Hi everybody,
To make a long story as short as possible .... I need urgent help from anyone who can provide me with some information pertaining my situation. My case has nothing to do with student loans but is close enough to this forum's subject matter ....(this forum is the most valuable resource I found so far ... KEEP UP THE GREAT WORK !!!):

1)) I have immigrated to Canada in 1996 and got the citizenship in 2000. All this time I have been residing in BC. 
2)) In 1998 I managed to sponsor my lonely mother to come to Canada and I have signed an undertaking agreement for 10 years sponsorship;
3)) As I loved my mother so much, I took great care of her for two years as best I could. She turned out to be quite sick of COPD lung disease and other problems, and after I have lost my job and my EI period expired I have applied for social assistance. They have actually *offered* to support my mother with old age pension money as well as disability (she wasn't able to do almost anything by herself). Since year 2000 she's been on social assistance and I was taking care of her every hour of the day and night. Sadly she passed away last year. I've been either working or in school or both, or on EI all this time (since 2000 till now);
4)) Revenue Canada collection agency gave me an ultimatum to pay back all the money that my mother has been receiving for this 3,5 years period until she passed away, plus applicable interest;
5)) I am kind of lost in space right now, knowing that if I agree to pay back this amount it will be equivalent to being dragged back five years if not more than that.
6)) the collection officer warned me that there will be no legal action necessary, as they have the power to garnish 30% of my wages directly from my employer, if I do not comply and come up with a financial proposal in the next 10 days;
Any advice would be highly appreciated. Thanks everybody,

As far as I know, your wage can't be garnished without a court order against you.  Legal action would be necessary to do that.

Human Resources Development Canada (HRDC - a self-contradictory title if I ever heard one) is quite able to take tax returns and GST/HST credit cheques without any legal fanfare.  But direct wage-garnishee is a different matter.

I am sorry to hear of your mother and the resulting grief RevCan is handing you.  There are some other threads about creating financial proposals on this site.  Also, someone more knowledgeable should be by to help you with the finer points.

If you do have any more questions, I'll answer them as best as I can.

CRA (Canada Revenue Agency - formerly Canada Customs and Revenue Agency - formerly Revenue Canada) can garnish any wages without a court order. They can issue a requirement to pay to any employer, bank, and if you are self-employed even your accounts receivable.

You may want to seek some legal counsel. There is Dial-a-law on tape which can be reached at 604-687-4680 or 1-800-565-5297. Also, you can have a 1/2 hr consultation with a lawyer that would cost $10 (GST & PST included). The phone # for that is 604-687-3221 or 1-800-663-1919.

I know that CRA can guarnishee wages without a court order, but can they do so on behalf of HRD for Canada Student Loans?

Another question?
Can HRDC get a court order to have wages guarnisheed for Canada Student Loans.

Gee...these government departments have all these magical powers I didn't know about.

I thought we were all subject to the same laws...corporations, individuals and governments and all.

Now I wonder if HRDC can garnishee wages without a court order?  Me confused....
