Dear Mr. O'Meara:

Thank you for your letter of September 22, 2010, requesting clarification about the rehabilitation of Canada Student Loans for borrowers who are not returning to full-time studies or applying for the Repayment Assistance Plan (RAP).

I am pleased to tell you that the Canada Student Loans Program's (CSLP) Policy and Legislative Interpretation Group has confirmed that all borrowers, with the exception of those who have a Judgement filed against them by the Court, are eligible for the rehabilitation process.  Please accept my apologies for not having provided this information to you in my previous correspondence of September 7th, 2010.

You may also be pleased to learn that changes have been made to existing CSLP legislation which allows the Minister to further address documented administrative errors and make the necessary corrections to an individual's student loans account.  We are certain that this action will prove to be responsive and timely in helping such borrowers.
