I'm wondering why Mark has started an Online Petition that really can't have any effect and that costs money to sign?

Can a petition that does not identify the signatories be worth anything to federal or provincial governments?

If I recall, a petition has to state a very clear call to action on the behalf of the government in question and must have:
The petitioner's legible name and address and that address has to be within the jurisdiction of the government being petitioned.

So, Mark, did I miss something?

I tested out the petition and found that the default page after signing asked for a donation to ipetitions...

This has been removed. There is now no request for a donation.
