While completing my PhD in Quebec I took out a loan with the Aide financière aux études. I became ill with a long-term disability during the course of completing my doctorate, having to book off studies frequently. I finally completed my degree after more than ten years. During my communications with a loan officer during one of my frequent disability leaves I was told that there was a provision for loan forgiveness at the Aide financière aux études that I could apply for. I decided not to follow up on her suggestion at that time because I wanted to see how well I would do after completion of my degree. Unfortunately, since graduating more than a year ago I have not been able to find work and consequently, I decided to request loan forgiveness.

 

Despite the helpful loan officers advice years ago I was not able to find any instructions on how to apply for loan forgiveness on the Aide financière aux études website. When I called there no one there seemed to know there that such a thing as loan forgiveness. After much insistence on my part that such a provision exists, one officer reluctantly instructed me to send a medical report (the same kind I used to send while still a student) along with a letter requesting forgiveness. I sent one letter with the medical certificate in April 2013 and received no reply. I sent a follow up letter on June 2013 and again received no reply. Apparently, I was either given incorrect instruction or my request for forgiveness is being ignored.

 

I am not sure which way to turn. My application (if I am doing it correctly) appears to be falling into a black hole while the clock ticks on my loan. Can anyone offer any advice?

Hello,

I am in the same boat, almost, and you will find little help with Quebec on this site. Quebec is 'special' which means you will be hard pressed to find ANY information anywhere on the internet on how to do anything other than just pay your debts - to make things doubly difficult, nothing will be in English either. I have tried to speak to the lovely people at the Quebec loans and it is like talking to a robot (one that hates you for speaking English) and you will just be frustrated and get absolutely no where with them. I have even seen two lawyers on bankruptcy and have gotten the same message - pay the loans, there is nothing you can do.
I have waited the seven years to declare bankruptcy and still no lawyer will help me as they don't want to touch it.
I don't mean to sound bitter and pessimistic, but living in Quebec will do that to a person. I am now just ignoring these bill collectors and they haven't bothered me in two years. I don't know what will happen but I do know I will never pay the loans back. I tried once to make a one time payment equal to 2/3 of the debt and they completely ignored me. I have a feeling that as my last loan is now 15 years ago that they may be toothless and can only threaten now.
