I received a letter yesterday stating I had 15 days to respond or be sued or have my wages garnished.
I have yet to call them. In the past they have been completely unwilling to work with me on payments.
The Federal portion is $10K. I only work seasonally, have 2 children to support. The loan was originally taken out in 2011.

How do I respond to them?

Hello,

I recently received a letter telling me to contact federal student loans office or they will serve me with legal papers or garnish my accounts. I just want to know what happened with your situation.
Any advice would be greatly appreciated.

No action has been taken against me as of yet. Nova Scotia SL has threatened to garnish wages but as I am only employed seasonally, I don't think they can.
Personally, I have been advised to look into bankruptcy using the hardship claus to include my SL.

If you receive a notice from CRA that legal proceedings will be taken, the likelihood of it happening is quite high. Unlike the third-party private collection agency notices citing legal action will be taken on final demand. 

In a lot of cases where the issues arising from a nearing a federal limitation period borrowers receive notices of threat and to communicate with them for repayment purposes.

PoorNS, you are dealing with Service Nova Scotia and Municipal Relations. The collection office for this province is over at 1505 Barrington Street. If you are in HRM, you could go right to their office and demonstrate your inability to pay, and the hardship the loan is causing. Appeal to the minister in proper format demonstrating why they should set the loan aside. If you are benefiting from it (which you are clearly not), and you can show a cause  that should give them reason it might work. Other provinces are very open-minded with these types of cases. dealing with their collectors will get you nowhere though. They are programmed to collect money and not truth. So, go above that office. 

Only do this IF you can show that the student loan brings absolutely no benefit or opportunity to you.  If they somehow offer rehabilitation, that would be their way of keeping you in debt. Make sure you have all your facts and documents. 

Bankruptcy, of course, is the easy way. It just sucks that people are pushed into this and having to be pinned with a new identity that is somewhat negative all because of a student loan.
