I received OSAP while living in Ontario for 3 years ending January 2000. I'm estimating my OSAP debt at approximately $30,000 based on the amounts they lent me, not taking into account whatever interest might have accrued.
I never made a single payment towards my loans, as I was never gainfully employed and got laid off frequently. My college education was basically useless and I've never worked in the field I studied.
Collection agencies have tried tracking me down a few times, unsuccessfully, with the most recent time being about 2 years ago when they called my parents house in Ontario looking for me. I've never, ever, acknowledged a collections agency either in writing or verbally, and never made any contact whatsoever with the bank(s) that issued me the loans. In fact, likely due to my moving to AB and such they haven't been able to track me down.
I've lived in Alberta since January 2006. I work on the oil rigs and the pay is decent but the work is seasonal and sporadic. This week, after being sent multiple letters from Revenue Canada for overdue income tax files, I went to a tax preparer and had them file my returns for the years 2005-2009.
The last year I filed previously was 2004, and the govt kept my refund due to student loan arrears. So, I am expecting they will again keep my approx $8000 worth of refunds for the years I filed today.
My questions are-
Since Revenue Canada now has my recent phone #, address, employment info, etc, can I expect to have to deal with collection agencies, or possibly a govt agency in the near future?
Since it has been over 10 years since I received my last OSAP cheque for school, are my OSL and CSL now considered Stats Barred?
What are my options? I'd like to clear this matter up and fix my credit, but I don't want to get suckered into a bum deal with a collection agency or go to jail.
