I went to university in the early 1990s. I received a study grant in my first year and a couple small OSAP (Ontario) loans as well, which I paid off in full several years later.

In 2005, out of the blue I started getting calls from a collection agency saying I owed money on my student loans. I told them they were wrong, I had paid those loans off in full almost a decade ago, and demanded paperwork proving I owed this money. They never sent it, but kept calling and sending "MUST PAY BY NEXT WEEK OR ELSE!" notices, which I ignored.

In 2006 or 2007, a letter arrived from OSAP saying they had suddenly "reassessed" my 1992 study grant and decided I need to pay it back, so I now owed an "overpayment" of about $1300, and they wanted it repaid immediately.

Anger & frustration aside, I wasn't able to pay anyway due to financial hardship for several years. The collections calls eventually stopped, and the item fell off my credit reports.

Today I get a letter from the CRA saying they've taking my tax refund to repay "an outstanding student loan debt"!

What the hell is going on? How can our governments do this? How can they legally "reassess" a grant 15 years later and demand repayment -- PLUS interest?! The amount they want now is more than double the original grant. Legally we're not even required to keep paperwork for that long!

I think you need to contact your MPP...
There were a ton of these reassessments a few years ago.  There is a subforum on this topic....I hadn't heard of them now passing them to the CRA!   Thats unfair.
